Buhari: We Will Defeat Terrorism

President Muhammadu Buhari on Sunday in Malta said that violent extremism and terrorism could only thrive and endure if good people remained idle and complacent.
A statement by his Senior Special Assistant on Media and Publicity, Mr Garba Shehu, said Buhari spoke on behalf of other participating African Heads of State and Government at the closing Executive Session of the 2015 Commonwealth Summit.
Buhari said that he was confident that terrorism would be ultimately defeated with greater international cooperation and collaboration.
"We have had the opportunity to discuss, in a serene atmosphere, wide ranging issues that are of great significance, not only to the members of the Commonwealth, but to the entire global community.
"Of particular note is the Action Statement on Climate Change, which is expected to herald our commitment to saving the planet for present and future generations.
"Of equal significance are our deliberations on Radicalisation and Violent Extremism. We are witnesses to the growing phenomenon of terrorism that is affecting us all, whether big or small.
"The reign of terror will only succeed if peace-loving people choose to remain idle. But I am confident that through our collective efforts, we will defeat this scourge and restore peace,"  Buhari said.

Boko Haram Takes Credit For Bombing Shiite Muslim Procession

Boko Haram Takes Credit For Bombing Shiite Muslim Procession

Boko Haram claims responsibility for a suicide bombing on a Shiite Muslim procession in the city of Kano that killed 22 people.
The hardline Islamist group said in a statement in Arabic on social media its bomber “detonated his explosives which led to the death” of the victims on Friday.
At least 21 people were initially reported killed, but the toll rose after one more person was confirmed dead. “For now, we have 22 deaths following the death of one more person yesterday. 38 people have also been injured, two of whom have been discharged from the hospital,” one of the organizers of the march Ali Kakaki said.

He said, despite the attack on Friday, the Islamic Movement of Nigeria members continued their march from Kano to Zaria in neighbouring Kaduna state, where their leader Sheikh Ibrahim Zakzaky is based.
The march is to mark Ashura, which commemorates the death of Hussein, the grandson of the Prophet Mohammed.
“Following the attack, many more of our members have joined the procession,” Kakaki said, adding that they aimed to arrive at their destination next week.
Friday’s attack took place in the village of Dakasoye, some 20 kilometres south of the city of Kano.
One of the procession’s organisers said a bomber clad in black ran into the crowd and detonated his explosives.
Boko Haram, the radical Sunni jihadists who want to create a hardline Islamic state in northeast Nigeria, has previously been blamed for attacks on Shia Muslims in the region.
The militant group has waged a six-year insurgency which has left at least 17,000 people dead and made more than 2.6 million homeless.
Boko Harm condemns Shias as heretics who should be killed.
The group has increasingly used suicide bombers against “soft” civilian targets since the start of a military offensive earlier this year that pushed them out of territory they controlled.
Nigeria’s president Muhammadu Buhari gave his military commanders until next month to end the conflict, but there are fears that suicide and bomb attacks may persist.

 https://twitter.com/apcnatyouthlead

The National Youth Leader of the All Progressives Congress, APC, Ibrahim Dasuki-Jalo, has described as “exceptional” President Muhammadu Buhari’s agenda for the youth.
In an interview with PREMIUM TIMES, the youth leader enjoined the youth to exercise patience and bear with the present administration, saying it was too early for judgement.
While denying media reports that quoted him as saying the administration of President Muhammadu Buhari had not carried the youth along, the youth leader assured the Nigerian youth of the president’s resolve to implement policies that have direct bearing on the youth.
“President Buhari has exceptional agenda for the youth. We can’t say his administration had abandoned us because the administration had just begun rolling out its policies and programmes,” he said.
He said the president
has plans to execute the promises he made to the youth as contained in the party’s manifesto, noting that the administration planned to implement the N5,000 social security stipend it promised.
Quoting the manifesto, Mr. Dasuki-Jalo said the APC government would “provide the opportunities for youths to realize, harness, and develop their full potentials and to facilitate the emergence of a new generation of citizens committed to the sustenance of good governance and service to the people and the country.”
On the economy, he said APC leadership would provide sound macro-economic policy environment and preserve the independence of Central Bank of Nigeria.
He said the introduction of Treasury Single Account, TSA, was one of the policies of the present administration that had made a positive impact on the nation’s economy.
Mr. Dasuki-Jalo said the government would provide vocational training, entrepreneurial and skills acquisition scheme for graduates.

UN requires $200 million to address Boko Haram crisis

Boko-Haram1

The United Nations and its partners require some US$ 200 million to carry out emergency responses to the Boko Haram insurgency in Nigeria’s Northeast in 2016, a senior official has said.
UN Assistant Secretary-General and Regional Humanitarian Coordinator for the Sahel, Toby Lanzer, disclosed the figures on Friday at the end of a week-long visit to affected areas in Nigeria.
He said the extreme violence in the North-East of Nigeria was the most visible driver of instability and need for emergency relief across the Lake Chad Basin but abject poverty and environmental degradation were the root cause of the crisis that plagues the region.
“The political, environmental and developmental causes of the crisis must be addressed with a renewed sense of urgency,” said Lanzer.
He said in Nigeria’s Adamawa, Borno, Gombe and Yobe States, hundreds of thousands of families had been struck by Boko Haram.
The crisis – which has driven 4 million people into hunger and forced 2.4 million people from their homes – requires a multi-pronged response.

Oil crisis: Nigeria loses $1.3 million in October; shares N473.8 bn with states

oil_and_gas_122460796

Nigeria’s earnings from oil exports dropped further in October, with a loss of about $1.3 million (about N256.1 million), as the slide in global crude oil prices continued to negatively impact the country’s economy.
The loss was a result of drop in average crude oil price from $47.315 a barrel in August to $46.96 in September, said the minister of finance, Kemi Adeosun.
However, compared to September, the revenue slide was relatively smaller.
Oil receipts which stood at about N213.128 billion in September, dropped by about N25.898 billion, to N187.23 billion in October, as the Federation Accounts Allocation Committee, FAAC, converged on Abuja on Friday to share the statutory allocation for the month.
At the close of trading on Friday, Brent crude oil price, which opened at $43.04 per barrel, dropped by 2.95 percent, to about $41.77, signalling no respite for Nigeria and other major oil producers struggling to keep their heads above the economic waters.
Members of the Organisation of Petroleum Exporting Countries, OPEC are already preparing for the 168th meeting of the group scheduled for Vienna, Austria next Friday to attempt to strike a compromise on how to stabilize the market and firm up commodity prices.
Members of the group are already jittery, amid fears that crude oil price may be heading towards the $20 per barrel mark, down from a peak of over $107 per barrel in June 2014, if steps were not taken to attempt to salvage the situation.
The N187.23 billion oil revenue in October would be the worst accrual from oil exports since the present administration took over power.

In May, FAAC reported a yield of about N225.2 billion, which increased to about N289.4 billion in June.
Although about N213.13 billion was realized as oil revenues in September, it was lower by about N2.85 billion than the N215.98 billion in August.
At the end of the FAAC meeting in October, the Accountant General of the Federation, Ahmed Idris, had explained that the drop in oil revenue was as a result of the negative impact of facility shutdowns for maintenance and production shut-ins at different periods and terminals during the month.
At the end of the FAAC meeting in Abuja on Friday, Minister of Finance, Kemi Adeosun, said gross revenue received in October stood at N400.310 billion, which is higher by N78.314 billion than the N321.996 billion for the previous month.
Mrs. Adeosun said intermittent shutdowns of operational facilities and production shut-ins for repairs and maintenance at different terminals continued to negatively impact on crude oil and gas revenue during the month.
Besides, the Minister said the country lost about $1.3 million (about N256.1 million) as a result of drop in average crude oil price from $47.315 in August to $46.96 in September.
To make up for the drop, Mrs. Adeosun said non-oil revenue recorded a significant improvement during the month, with about N104.212 billion collection above the figure in September.
In addition, about N6.33 billion was received from the Nigerian National petroleum Corporation, NNPC, as refund for the N450 billion unremitted revenue since 2012, while another N6.995 billion came into the government coffers as exchange gain for the month.
Apart from a total of N57.789 billion realised from value added tax, VAT, collection, the Minister said the balance in the excess crude oil revenue account remained ta $2.258 billion.

Details of the revenue allocations to the three tiers of government for the month showed that the Federal Government took N200.662 billion, or 52.68 per cent; states N126.277 billion, or 26.72 per cent; local governments N95.303 billion, while 13 per cent oil derivation to the nine oil producing states was N24.141 billion.
On stolen funds, which President Muhammadu Buhari said recently that some public officials have started returning to the Federal Government, the Minister said such monies were not part of the revenues shared during the FAAC meeting.
“Recovered loot is not shared in the FAAC meeting,” the minister said. “We have no records of recovered loots. But, I am sure the process is on-going. When the accounts of such returns become available, they would be returned to wherever they were stolen from.”

The News Agency of Nigeria reports that the celebration, held at the Convention Centre of the Eko Hotel and Suites, had top government functionaries in attendance.

Report ranks Nigeria as world’s third most terrorised country

 Nigerian-army-checkpoint-in-Borno

The 2015 Global Terrorism Index, GTI, has ranked Nigeria as the third most terrorized country in the world up from the fourth position it occupied last year.
Of the 162 countries of the world that have been worst hit by terrorist attacks, Nigeria, in the latest ranking, follows Iraq and Afghanistan, who were ranked first and second respectively.
Pakistan and Syria are ranked fourth and fifth to complete the top five most terrorised countries.
The only countries in Africa closer in ranking to Nigeria are Somalia and Libya which occupied the eighth and ninth positions respectively.
The report, released on November 16, 2015 by the Institute for Economics and Peace, said the Islamist terror group in Nigeria, Boko Haram, overtook ISIS in 2014 to become the most deadly terrorist organization in the world.
The 2015 GTI report observed that Boko Haram, in 2014, was also able to spread outside Nigeria to launch two deadly attacks in neighbouring Cameroon, killing 530 people.
Cameroon, the report said, did not record any death from terrorism between 2000 and 2013 until Boko Haram struck in 2014.
It was however made clear that although the GTI report was published in November 2015, the data used in producing it were gathered last year.

Less than two weeks after the death of High Chief Balogun Sulaimon Adegboyega Omiyale, Balogun Olubadan of Ibadanland, who was next in rank to the Olubadan of Ibadanland, Oba Samuel Odulana Odugade I, another second in rank in the Olubadan-In-Council, High Chief Omowale Kuye, died Thursday night at the age of 87.

Kuye's death, according to sources within Olubadan-In-Council who confided in THISDAY, was seen as one death too many, especially coming 12 days after Omiyale died at the ripe age of 92. He was buried on Friday at his Ikolaba residence in accordance with Islamic rites.

With the death of Omiyale, Kuye was seen as another potential Olubadan-in-waiting‎ being the next in rank from the Civil Line (Otun) to the throne of Olubadan of Ibadanland. The current holder, Oba Odulana clocked 102years recently.
Until his death, Kuye was a step to becoming Olubadan. And with his death on Thursday, the current Otun Balogun, High Chief Saliu Adetunji, is expected to get promotion to the office of Balogun Olubadan any moment from now.
Kuye, a successful career officer and top ranking leaders of Ibadanland, was a former Director General, Special Duties and later Budget in the Office of the President of Nigeria.

We Can No Longer Pay N18,000 Minimum Wage - - Governors

Nigeria Governors' Forum is worried that more states may not be able to pay workers' salaries if the revenue of the country continues to be on the decline, its Chairman, Governor Abdul'aziz Yari of Zamfara, has said.
Mr. Yari made the statement while briefing journalists on the resolutions of the forum at its meeting in Abuja late on Wednesday.
He said the forum discussed the economy and resolved to look for means to enhance states internally generated revenues as well to cut overhead cost, especially the salaries of political office holders.
The governor said the forum also resolved to diversify the country's economy from petroleum to agriculture and mining.
"The situation is no longer the same when we are used to pay N18, 000 minimum wage when oil was 126 dollars; now oil price is 41 dollars.
"We are coming together in a roundtable with President Muhammadu Buhari and his team of ministers, technocrats, economic experts to see how we can tackle our situation," he said
Mr. Yari said that the governors had also resolved to hold a roundtable with all stakeholders to articulate a robust strategy to tackle the deplorable economic situation in the country.
In an interview with journalists, Governor Ifeanyi Okowa of Delta state said the economic situation was worrisome as more states would reach a stage where they would not be able to pay salaries.
"I believe that is the same situation with the Federal Government," Mr. Okowa said.
He said there was a need to look into the salaries of political office holders and other salaries.
"It is not a situation of being able to run government now. Most states are not able to pay salaries not to talk of capital projects.
"If we cannot fund capital development, then the rest of Nigerians are just shut out of government.
"Those of us in government, both politicians and civil servants are possibly not more than five per cent of the entire population of Nigerian.
"What will happen to the other 95 per cent? What happens to infrastructure? Can we talk about industry without infrastructure?" Mr. Okowa asked.
Governor Abiola Ajimobi of Oyo State said there was no way the country could continue with a situation where expenditure was more than income.

He said very soon many states would be technically declared bankrupt and added that there might be need for another bailout fund for states as they were running on deficit every month.
"We are faced with a situation where we either have to reduce cost through salary reduction or downsize.
"All these we don't want to do but prefer to have a roundtable with the president, ministers, economists to look for means of getting out of this problem," Mr. Ajimobi said.

Nigerian governors back $5.2B MTN fine

Governors of Nigeria’s 36 states reportedly declared support for the country’s regulator in imposing a full $5.2 billion fine on MTN, in what could be another blow to the operator’s ongoing attempts to reduce the fee.
Earlier this week, MTN won more time to negotiate with authorities after regulator Nigerian Communications Commission (NCC) waived Monday’s (16 November) deadline to pay up following a plea for leniency from the operator.
MTN is facing the fine after failing to cut off 5.1 million unregistered SIM cards from its network at a cost of $1000 each, and has been in negotiations with Nigerian authorities to bring the fine down since it was imposed.
Following Monday’s reprieve, Reuters reports the Nigerian Governors Forum (NGF) held a meeting in Abuja following a briefing by an NCC executive over the matter, and declared they “supported the commission that the fine must be paid in full”.
According to a statement seen by the publication, and signed by NGF chairman Abdulaziz Yari Abubakar, the forum “also commended the NCC for its strict compliance and enforcement of the law with regards to the fine issued by MTN and advised the federal government to ensure prompt and full payment”.
The issue in Nigeria has led to the resignation of CEO Sifiso Dabengwa, with company veteran Phutuma Nhkelo taking the reins in a temporary capacity. He is also leading the ongoing negotiations with NCC, with the regulator stating the fine will not be imposed until talks are concluded.
MTN faces Ugandan fine
MTN has been hit with another fine, this time in Uganda, as the company’s woes across Africa show no sign of letting up.
A Ugandan court said MTN must pay $622,000 to smaller industry rival Ezeemoney for displaying anti competitive behaviour.
Ezeemoney, a mobile money firm, saw its data transmission contract with MTN terminated in 2013, after the operator claimed it was a direct competitor.
“The court found that MTN’s conduct was unlawful and caused loss by unlawful means and awarded Ezeemoney general and punitive damages,” said the company’s lawyer David Mpanga, according to Reuters.
MTN has approximately 11.6 million connections in the country, according to GSMA Intelligence, leading a market containing eight players.
It is reportedly appealing the verdict.

Gunmen attacked the Raddison Blu Hotel in Bamako and took over 170 people hostage.

Nigeria: Peugeot plans to resume operations

Nigeria: Peugeot plans to resume operations

Peugeot Automobile plans to resume vehicle assembly in the country, a top Peugeot official told President Muhammadu Buhari on Thursday.
"In an audience with President Buhari today, Peugeot vice president for Africa and the Middle East Jean-Christophe Quemard said the automobile company is ready to resume vehicle assembly in Nigeria," Nigeria's presidential spokesman Garba Shehu said in a statement.
Quemard told Buhari that the company has a three-phase plan for the assembly of at least 4,000 cars in Nigeria next year. That number could increase to 10,000 by 2021, according to the statement.
"The plan, which he urged the Nigerian Government to support with appropriate policies and actions, will entail  higher local content in the assembly of Peugeot cars in Nigeria and the exportation of locally assembled Peugeot cars from Nigeria to neighboring African countries," according to the statement.
But Peugeot will seek a local partner for the vehicle assembly operations, according to the statement.
Peugeot Automobile Nigeria (PAN) , which commenced operation in 1975 as a partnership between the government and Peugeot, closed shop in early 2000 as the market for cars shrank in the 1990s.
PAN commenced production on March 2, 1975 with an annual output of 60,000 cars, improving substantially to 90,000 cars per annum in the 1980s.  It had more than 2000 staff on its payroll. PAN’s role in the industrial sector at inception was significant as it greatly relied on local suppliers who provided about 37 percent of local content for production.
In November 2006, however, PAN was privatised in line with Government’s agenda to build a stronger, more competitive and diversified economy; Nigerian automaker ASD Motors emerged as the successful core investor and took over management of the company in January 2007.
But the company made losses, and, following the accumulation of non-performing loans and bank debt, in October 2012, the government agency Asset Management Company of Nigeria (AMCON) acquired the debts of the company and converted a portion to equity to help restructure the firm.
At the moment, PAN has technically reverted to government ownership with up to 85 per cent of its shares now held by the Nigerian government and AMCON.

Col-SK-Usman
The Nigerian Army has described as untrue media reports that 105 soldiers were missing after deadly attack by the Boko Haram insurgents.

“The earlier media reports were exaggerated. The CO is right now with his soldiers. It’s just a minor setback and such are common in military operations. May God help us all”, his text read.

President Muhammadu Buhari has reiterated the commitment of his administration to privatisation and commercialisation policy.
This was even as Peugeot Automobiles Nigeria Limited announced that it would return next year for full commercial operations.
President Buhari spoke when he gave audience to Peugeot’s Executive Vice President for Africa and the Middle-East, Mr. Jean-Christophe Quemard at a courtesy visit at the presidential Villa in Abuja yesterday.
President Buhari however stated that greater consideration would be accorded to the technical and managerial competence of prospective buyers of government-owned companies.
A statement by the President’s Senior Special Assistant on Media and Publicity, Mallam Garba Shehu stated that in the privatisation policy ” higher premium will be placed on the technical competence and financial clout of bidders in future privatisation exercises to avoid the running aground of privatised companies by ill-equipped and incapable investors.”
The president noted that “privatization could only succeed and yield desired benefits if buyers of government-owned companies possess essential skills and resources.”
Speaking earlier, Mr. Quemard assured the President that Peugeot was ready to reinvest in vehicle assembly in Nigeria.
He said that the company had outlined a three-phased plan to resume vehicle assembly first with 4,000 cars, rising up to 10,000 cars by 2021.
He however asked for appropriate policies and actions from the federal government.
According to him, the action will dovetail into higher local content in the assembly of Peugeot cars in Nigeria and the exportation of locally assembled Peugeot cars from Nigeria to neighbouring African countries.
It will be recalled that Peugeot Automobiles Nigeria Limited was privatized some years ago.
It has technically reverted to government ownership with up to 85 per cent of its shares now held by the Federal Government and the Assets Management Corporation of Nigeria (AMCON).

“What I feel about Onobi is that he’s a home star.
“I said it from the onset that I don’t care of you play at home or abroad.
“If you are good enough and you can adapt to the tactics that we play, we will do it.
“I am glad that the whole world has witnessed a vindication of that policy that I will always adhere to.
“He’s solid. He’s strong on the man (tackle). He’s solid. He’s clairvoyant and one thing I like about him is that he’s very hungry.
“And that’s what we need now.
“However, I must use this medium to state that Onobi did not play at the expense of (Mikel).
“Nobody has a fixed spot in this team,” he said.

Ogun bank robbery: Mobile policeman shot dead

LAGOS — Over 10 gunmen, yesterday, stormed some banks in Agbara area of Ogun State, killing a mobile policeman attached to one of the banks.
OgunbAbout 12 persons, including a pregnant woman, were reportedly  hit by stray  bullets from the rampaging robbers, while several others sustained varying degrees of injury in the ensuing stampede.
The gunmen, suspected to be militants, who attacked some banks in Festac area of Lagos last month, killing a mother of two and two other banks earlier at Ikorodu and Lekki areas of Lagos, were reportedly clad in military camouflage, with black bands tied around their heads
They were said to have stormed Bank Road, where about nine banks are located,  at about 8 am in two vehicles, a Toyota Sienna and  Camry, announcing their presence with sporadic gunshots which sent residents and passers-by scampering for safety.
They reportedly denoted a dynamite in front of one of the first generation banks as two policemen who attempted to repel the attack were shot.
While one of them, Corporal Kadiri, was said to have died on the spot, while doctors at an undisclosed hospital battled to save the life of the other cop who was shot in the right rib.
The operation
Eyewitnesses said four of the gunmen entered the first generation bank, collected the guns from the policemen that were shot and used the guns to shatter the Automated Teller Machines in the bank’s premises.
The eyewitnesses said the robbers proceeded into the banking hall where they ordered everyone to lie down and demanded for the bank’s manager with the vault’s key. It could not, however, be ascertained if they penetrated the vault.
It was learned that other members of the gang outside the bank positioned themselves strategically to ward off intruders, firing non-stop.
In the process, stray bullets reportedly hit passers-by, including an unidentified  pregnant woman who was clad in black trousers and a multicoloured shirt.
It was like a theatre of war
An eyewitness who gave his name as Musibau Kazeem, recounted: “The whole place was like a theatre of war, they were over 15 in number. They came on motorcycles  and in two cars. They came with explosives,  firing indiscriminately.
“I hid under a vehicle that parked during the shooting. Their mission was to enter all the banks but they only succeeded in entering one. Those who went inside came out with wads of Naira notes which they put inside one of their vehicles.
“One of them, suspected to be the leader, was masked. Immediately he came out of the bank, he signalled his colleagues to leave the scene. By then, the Armoured Personnel Carrier stationed at Agbara was firing some shots. But they were not deterred by the presence of the APC as they fired sporadically at it, aiming at the tyres.
“Before leaving the scene, they blew up one of their operational  vehicles. They used the fire from the vehicle as a shield to leave the place in their other car.  We saw two of them carrying two of their colleagues who were shot inside the car as they were leaving.
“But we noticed that by then, the number of gunmen was limited. They snatched a vehicle from a motorist who was taking his children to school at  Ilase area of Agbara, in which they left the scene.
“But the ones I saw left the scene in the second vehicle which we heard was abandoned half way. They went through the water heading towards Totowu, while those hit by stray bullets were rushed to a private hospital at Agbara by policemen.”
Owner of the vehicle that was snatched (names withheld), who was still in shock, said:  “I was taking my children to school when some guys stopped me at Ilase. They pointed a gun at me and asked me to step out of my car. I had to obey them because they were with a gun. I thought they were soldiers. “
We’ve never seen a thing like this
Another eyewitness, who gave her name simply as Mama Chionye said nobody knew they were armed robbers.
She said: “When they were driving to the scene, we all concluded they were soldiers. They drove recklessly and even hit a tricycle who was on the way. On their way back from the scene, they stopped by Agbara market and started firing, causing traders to run in different directions.
“A woman was even among them.  Four women were hit by stray bullets, we have never seen a thing like this.“

Agbara Estate residents react
Describing the robbery attack as an incident that took the entire residents unaware, residents of Agbara estate issued a statement yesterday, disclosing that the robbery was the first of its kind in the 37 years history of the estate.
The statement read: “At about 7am on November 19, 2015, there was an organised armed robbery on Agbara Estate, the first of its kind in the estate’s 37-year history.
“Agbara Estate is carrying out an immediate review of its security operations and is collaborating with the local authorities and police force to prevent any such incident happening again on the Estate.”
No arrest made —Police
Spokesperson for Ogun State Police Command, Olumuyiwa Adejobi, disclosed that the robbers came in through Badagry-Ilasha road.
He said: “Their intention was to raid all the banks on that road. But we gave them a  hot fight. They were only able to enter one of the banks. Only one policeman, who tried to repel them, was felled by the bullets.
“No arrest has been made for now but some of them escaped with bullet wounds. They launched an  attack on our APC but we were able to force them to flee the scene. They used dynamite to blow up one of their operational vehicles before leaving the scene while we recovered the second one.
“We, hereby, appeal to members of the public, especially  hospital staff and traditional healing homes, to avail us with information on patients with bullets wounds. We are also assuring the people of Agbara in particular and Ogun State in general that more policemen have been deployed to ensure their safety, particularly as we approach the Yuletide.”
Robbers attack woman in Lagos
Meanwhile, a woman who had gone to one of the second generation banks in Festac Town,  Amuwo Odofin area of Lagos was, yesterday, attacked by gunmen who dispossessed her of the undisclosed amount withdrawn from the bank.
The gunmen, who apparently trailed her from the bank located on 23 Road,  pointed a gun at her, threatening to shoot if she made any noise.
Unconfirmed report had it that a policeman who accosted the robbers was shot.
Contacted, Lagos State Police Public Relations Officer, Mr Joe Offor, said it was not a case of bank robbery as earlier claimed. He could, however, not give details but assured that the command was doing all within its powers to checkmate criminals in the state.

Facebook activates safety feature after Nigeria bombing

"We've activated Safety Check again after the bombing in Nigeria this evening," co-founder and chief executive Mark Zuckerberg said in a post on the site. File photo

Facebook has activated its "Safety Check" feature for the first time in Nigeria, after a bombing likely carried out by Boko Haram killed more than 30 late on Tuesday.

The social network had come under criticism from those caught up in last Thursday's blasts in Beirut that they were not offered the service but those in Friday's Paris attacks were.
The tool allows users to check whether friends are safe after attacks or natural disasters such as earthquakes.
Zuckerberg said at the weekend the feature would be used more widely in the future.
Tuesday night's bombing at a crowded lorry park in Yola, northeast Nigeria, was the first attack this month and left at least 32 dead and some 80 others injured.
The explosion bore the hallmarks of Boko Haram Islamists, who have repeatedly hit civilian "soft targets" in their six-year insurgency.
At least 17,000 people have been killed and more than 2.6 million made homeless by the violence in that period, with suicide and bomb attacks an almost daily occurrence in the northeast.

‘2016 Budget delay shows unpreparedness of Buahri administration’

The failure of the administration of President Muhammadu Buhari to present its 2016 Budget proposals to the National Assembly, less than one and a half months to the end of the current Fiscal Year is a demonstration of its unpreparedness for governance, the Executive Director of the Centre for Social Justice, CSJ, Mr. Eze Onyekpere, has said.
He spoke at the roundtable meeting on Budget Transparency and Public Engagement in Budget Process, following the release of the Open Budget Survey 2015, in Abuja , yesterday.
“That the executive has not presented the 2016 budget to the National Assembly until now shows the unpreparedness of the current administration in matters of governance”, Mr. Onyekpere said.
He noted that by the provisions of the Fiscal Responsibility Commission Act, 2007, the reviewed Medium Term Economic Framework, MTEF, should have been approved by the National Assembly, and that the 2016 budget should have almost been passed by the legislature, by now.
His words, “Right now , we don’t have the MTEF to underpin the budget and we don’t have the budget. The implication is that the budget is going to be presented very late and it may not be ready until the end of the first quarter of 2016, which has been the usual tradition. The implications are not funny for the administration of the Nigerian people.
That means that the capital budget will be delayed and by the time they approve it in March, April or May, it will be raining season and all out-door constructions will stop.
“So we are continuing the cycle of poor capital budget implementation and of course that would mean addressing less of the needs of the Nigerian people who are suffering infrastructure deficit and also attending to less of the poor because the majority of Nigerians are poor and the budget is expected to address their needs.”
What to do
Mr. Onyekpere who is a budget enthusiast said that the federal government should hurry up the preparation of the budget and present it to the NASS since it has already lost a lot of time with a view to seeing what could be in an already bad situation.
“They should give it to the NASS before the Christmas and New Year break, so that they can complete work on it before the end of the first quarter of next year,” he said
Recurrent/Capital budgets imbalance
On the lopsidedness of the federal government budget against capital votes, the CSJ boss said that it would remain a major challenge for the Buhari team, considering the fact that the bulk of the recurrent goes to personnel cost, but that it should think on how to improve the funding of capital expenditure through saving a lot of money by plugging every leakage and using other sources of funding outside of the Consolidated Revenue Fund.
In a message, the governor of the Central Bank of Nigeria, Mr. Godwin Emefiele, called for a greater public participation in the budget process as according to him, “a budget should not be a secret instrument” and that the CBN would be glad to see Civil Society Organisations, CSOs, actively participate in both the budget preparations process and implementation monitoring.
Mr. Emefiele who was represented by the Director, Finance Department, Mrs. Tope Omage, said, “for a budget to be effective, it must be approved before the period which it is to be implemented,” and that the CBN would play sufficiently its roles in the implementation of the federal government budget.
Also speaking, Engr. Babatunde Kuye who stood in for the Director-General of the Bureau of Public Procurement, BPP, Engr. Emeka Eze said that the organization saved the federal government over N650 billion in inflated contracts between 2012 and 2014.

Corruption: Saraki gives Senate 2 weeks to probe CCT chairman

ABUJA – SENATE President, Bukola Saraki, yesterday mandated the Senate Committee on Ethics, Privileges and Public Petitions two weeks to conclude the probe of allegation of corruption against the chairman of Code of Conduct Tribunal, Justice Danladi Umar.
Justice Umar is to face the probe, following a petition to the Senate over allegations of fraud, bribery and inflation of contracts by a Non Governmental Group under the aegis of Anti-Corruption Network, being operated by Senator Dino Melaye.
Bukola and Saraki Danladi Umar

Recall that Saraki is also being currently tried by Justice Umar’ led CCT over a 13-count charge of alleged false declaration of assets which was contained in the form he filled as governor of Kwara State, and submitted at the anti-graft agency, sometimes in 2003.
Apparently on a revenge move, a member of the Senate Committee on Ethics, Privileges and Public Petitions, Senator Obinna Ogba, presented a petition against Umar on the floor of the Senate yesterday, during plenary.
Senator Ogba, representing Ebonyi South Senatorial zone, explained that the petition was signed by one Ajaso. I Ajaso on behalf of a group, and submitted for investigation.
He also said that the petitioners had not sought judicial remedy against Umar but seeking Senate intervention to probe the corrupt allegations contained in the document.
Saraki consequently referred the petition to the committee on Ethics, Privileges and Public Petitions and asked the chairman, Senator Samuel Anyanwu, to carry out a thorough investigation and report back in two weeks.
When contacted after plenary, to get details of the petition, the committee chairman said it was already receiving legislative action.
Another group, under the aegis of Human Rights Writers Association of Nigeria, HURIWA, had also on Tuesday, last week, petitioned the two chambers of the National Assembly, demanding an immediate probe of an alleged N10,618,837,435 million bribery scandal against the CCT boss.
The group’s petition was signed by its National Coordinator, Emmanuel Onwubiko, and addressed to Senate President, Bukola Saraki, and the Speaker of the House of Representatives, Hon Yakubu Dogara, respectively.
The group noted that the EFCC had started an investigation into the alleged bribery allegations leveled against Umar and his personal assistant, Mr. Ali Gambo Abdullahi.
HURIWA clarified that as a Civil Society Group whose main objective is advocacy and protection of human rights in Nigeria, the immediate probe of the CCT boss would send a strong signal to those still doubting President Muhammadu Buhari’s anti corruption war.
The petition read in part, “We write to bring to your attention for further investigation and necessary action a report of likely conspiracy by the EFCC, Office of the Attorney General of the Federation and the Code of Conduct Tribunal to remove the Senate President from Office using the instrumentality of their public offices to achieve their aims.
The group alleged that the EFCC, through the CCT, launched a counter attack on Saraki following the decision of the senate to probe the former chairman of the anti – graft agency, Lamorde sometimes in August this year.
According to the petition, “The Senate recently launched an investigation against the activities of the Chairman of the EFCC. The EFCC as a hcounter attack initiated and launched the prosecution of the Senate President as a retaliatory measure using the offices of the Attorney General of the Federation and a highly compromised Code of Conduct Tribunal to achieve their aim of removing the Senate President from office.
“The EFCC is aware that a compromised Code of Conduct Tribunal will always do its bidding because it has already concluded investigation into an N10 million bribery allegation against the Chairman Code of Conduct Tribunal, Justice Danladi Umar and his personal assistant, Mr. Ali Gambo Abdullahi.”
The group further alleged that the former Attorney General of the Federation, Mohammed Adoke, had already given a written directive to EFCC to proceed to prosecute the accused persons but that the anti – graft agency, for reasons best known to it decided to file charges against only Abdullahi, the personal assistant.
The group said both chambers of the National Assembly should note that the so called investigation report in the trial of the senate president at the CCT was probably prepared by the EFCC and that the prosecutor at the prosecutor, Mr. Rotimi Jacobs, is a well known EFCC counsel.

Why Ekiti leads in cannabis cultivation

Hidden deep inside the forest, without any discernible route, somewhere in the sleepy town of Ogotun-Ekiti, Ekiti South-West Local Government Area, is a plantation of a dangerous plant, cannabis sativa, also known as indian hemp. Cannabis sativa is reputed with many aliases which are: igbo, dope, ganja, morocco, eja and weed among others.
•Cannabis destroyed by NDLEA
•Cannabis destroyed by NDLEA
Though usually smoked, the plant can be soaked in alcoholic drinks dubbed ‘monkey-tail’, some people cook food with it, some boil it to drink as tea, while others just chew the plant and seeds. According to medical experts, some of the negative effects of indulgence in cannabis include: liver problem, heart diseases, lungs problem, poor coordination, immune system suppression, reduction of male sex hormones, reduced sexual capacity. It can also cause paranoia and cause short-term memory loss.
Invasion by drug lords
Forests of Emure and Ise/Orun local governments are other hotbeds for these notorious drug lords, who are believed to hail from Delta State. They are daily pillaging the fertile forests of Ekiti, perhaps because of its topography for their illicit deal. This dangerous and deadly plant, whose origin could be traced to Central and South Asia, is fast displacing cash crops and despoiling the fertility of the forest, rendering it useless for the plantation of crops that could support and sustain humanity.
Part of the cannabis sativa, when eventually harvested found its way into some dark spots in the streets of Ado-Ekiti, while the rest are moved out of the state to Lagos, Abuja and some northern states. Little wonder, the Commander of National Drug Law Enforcement Agency in Ekiti, Mr. Suleiman Jadi described the state as one of the leading cultivation centres for cannabis, followed closely by Osun and Ondo States.
Hard drug fromcultivators
The Agency revealed that over 2000 farms of cannabis in Ise and Ogotun areas had been destroyed within this year alone, while it has also seized a total of 1,562kgs of substances suspected to be hard drugs from cultivators and couriers. Jadi said  his men had seized several farmlands across the state, with largest seizure in Ogotun Ekiti , leading to the arrest of three culprits, who are being detained.
He said two culprits were arrested for cannabis cultivation in Ikere Ekiti recently, while seven were arrested in Ikogosi for related offences, saying they will be charged to court soon.
“The farm we seized in Ogotun covers several kilometers. It started from the town and extended to Ikeji Ile and Ikeji Arakeji in Osun State. With this, we are keeping close tabs on border towns because this is where the cultivation is taking place in most cases.
Jadi added that available reports had indicated that those bankrolling cannabis cultivation in Ekiti reside in Edo, Delta and other South -South states.
Street fight
Jadi said his agency has taken the battle to the streets of Ado-Ekiti where consumption of cannabis sativa seems to be taking a dangerous dimension. According to the NDLEA Commander, in a bid to dissuade people from  drug abuse, NDLEA  secured the conviction of 20 persons for drug related offences in 2015.
He said those convicted at the Federal High Court sitting in Ado Ekiti were nabbed at various locations across the state before they were prosecuted. The NDLEA boss revealed that 17 accused persons are still being remanded in prison, with assurances that more convictions will be secured before the end of the year.
Challenges facing war against illicit drug
Explaining the challenges hampering the war against illicit drugs, the NDLEA Commandant said, “Funding has been our major problem. To really bring the barons to justice, we have to send our operatives to those states for investigations and this costs money.
“Even in most cases my men would have to destroy several cannabis farms through manual process, which is not easy. So, what we crave for now is aerial spraying through chopper, so that we can destroy as many hectares of land with minimal efforts.”
Rehabilitating drug addicts
Jadi, also identified poor rehabilitation equipment and low enlightenment, as some of the factors hampering the rehabilitation of drug addicts in the country. Describing the rate of drug addiction among the youth as very alarming, Jadi urged the state and Federal Government to make rehabilitation of drug addicts a matter of importance and a necessity.
The NDLEA Commander, said in spite of the dearth of rehabilitation equipment, a total of two hardened drug addicts have been rehabilitated by the agency in 2015. The Commander revealed that the counseling unit of the agency had also interacted with about 222 drug abusers, which he said had helped the NDLEA in reducing the menace of mental disorders among youths.
The NDLEA boss said a total of 47 sensitization and counselling programmes have been organized this year to interact with potential drug abusers in the State. “We are holding periodic sensitization programmes. During those times, we met with Commercial drivers, commercial motorcycle operators, hotels and other suspected black spots across the state.
“We also visited all parks and other joints where youths normally assemble to interact with people and counselled them on the danger inherent in drug abuse. “We are achieving results within the limit of our resources, but the main challenge has been that we don’t have enough rehabilitation equipment and they can only be provided by governments, either at the federal or State level.”

Journalists barred from Davido’s dad’s divorce case

A judge in Osun State, Justice A. O. Oguntade, at the state High Court, Ede, on Thursday barred journalists from covering the divorce proceedings involving millionaire businessman, Deji Adeleke, and his estranged wife, Teju.
Adeleke, who is the Chancellor of the Adeleke University, is the father of popular musician, Davido. Adeleke was present in court on Thursday but the estranged wife was not in court when journalists were chased out
Oguntade had on Monday, November 16, prevented journalists who were present at the court by chasing them out of the court room.
The judge again on Thursday asked journalists present in the courtroom to go out before the proceedings started.
On entering the court, Oguntade said, “Journalists present in this court should go out. I repeat, journalists present in this court should go out now.”

The judge asked his orderly to escort the journalists out and the orderly relayed the order to the senior police officer, Adeoye Yekinin, who led a team of armed policemen deployed in the court for the divorce case.
The police officer, however, was polite in carrying out the order as he pleaded with the two journalists including our correspondent to vacate the court.
The armed policemen waited patiently for the journalists to leave before they returned to the entrance of the court.
Some of those present in court expressed shock over the heavy presence of armed policemen.
One of the lawyers present in the court for another matter said one of the parties involved in the case did not want publicity.
Counsel for the estranged wife, Mr. Kemi Pinheiro (SAN) , had during the proceedings on Monday accused the judge of bias.
Despite the allegation, Oguntade ordered journalists out of the court and instructed his orderly to ensure they were chased out of the court.

Rivers Assembly denies sitting at 6am to approve Wike’s loan request

The Rivers State House of Assembly has denied allegation by the All Progressives Congress (APC) that it sat as early as 6:00 am to approve N10 billion loan request for Governor Ezebunwo Nyesom Wike.
The APC had in a statement issued on Wednesday by its publicity secretary, Chris Finebone, alleged that the House of Assembly had convened at the Assembly complex by 6.00am and approved the sum of N10 billion loan for the governor and also considered another N22 billion loan from an undisclosed bank.
But, addressing newsmen in Port Harcourt yesterday, leader of the House, Hon Martin Chike Amaewhule stated that sittings are done in line with Order 5 Rule 1 and as well as Order 37 Rule 4 of the House Order.

Amaewhule, who is also the chairman, House Committee on Business, said, “The issue of loans is something that is known to Rivers people. The government of Chief (Barr) Ezenwo Wike had approached the Assembly to approve for the state government to borrow and I want to say that the Rivers State House of Assembly follows due process and in tandem with the law and our rules to approve such loans for the government.”

EFCC Director, Senior Operatives Arrested For Leaking Information To Bloggers

The Economic and Financial Crimes Commission has arrested an unspecified number of operatives for allegedly leaking information to bloggers.
Among those arrested are a director and other senior operatives.
It was gathered that among those in custody was a former senior operative who was dismissed from the anti-graft agency for corruption and cultism.
“There seems to be a purge here at the commission. Some of our operatives leaking information to bloggers are in custody already.

“Those arrested are a director, some senior and lower cadre officers, including a former senior operative who was dismissed for corruption and involvement in cult activities.” the source told The PUNCH.

A top operative of the commission told the newspaper that the Acting Chairman of the Commission, Mr. Ibrahim Magu, ordered the arrest of the operatives because the information they leaked was intended to cause false reports considered damaging to the image of the agency.

The source said the conduct of the affected officers contradicted their oath of office and the policy on discipline in the agency
It was learnt that the leadership of the commission was irked by the negative media report the commission has been getting recently from the mainstream media and bloggers.

Sad : JSS 3 Student Commits Suicide After Brother Scolds Her For Getting Pregnant

pregool
Grief has enveloped the family of Malam Usman Danladi of Kuchi Kon Bwari, a suburb in Bwari Area Council of Abuja, over the death of their daughter, Aisha Usman, who committed suicide.
The young girl, aged 17 and JSS 3 student of Junior Secondary School Bwari, was said to have committed suicide after her elder brother – Kabiru Usman, scolded her for getting pregnant outside wedlock.
Still yet to come to terms with the tragedy that has befallen his family, Malam Danladi, a businessman, described the death of his daughter as worrisome and heartbreaking.
Narrating how he received a phone call from Kabiru, who is his first son, to return home as soon as possible because Aisha was dead, the deceased teenager’s father said upon receiving the call, he became confused and dismayed.
“I can’t remember how I even got home”, he said, adding that he just found himself among people wailing and crying in his house.
Kabiru, who gave graphic account of events leading to Aisha’s suicide, said that his mother called him on phone on Saturday afternoon that he should come back home immediately because she (Aisha) was back and their eldest sister, Khadija Usman, was also around.
“On getting home, I met my sister Aisha kneeling down in front of my mum and elder sister and crying.  I asked what the problem was and my mother told me that my sister Aisha was pregnant. I became furious and started beating her.
“She stood up and ran to the store where we keep our farm tools and she locked the door. I knocked on the door but she refused to open it. I became agitated and forced the door open only to find Aisha’s lifeless body on the floor, foaming coming from her mouth. Next to her was our farm fertilizer.
We immediately took her to the hospital only for the doctor to tell us that she died before getting to the hospital.
“We took her back home to prepare her for burial according to Islamic rites”, he said.
Surprisingly, the deceased’s mother refused to mourn her daughter’s death by suicide, saying her action brought shame to the family.
Malama Sumayyah Usman, who spoke with reporters, insisted that by getting pregnant out of wedlock and committing suicide, Aisha had dragged the family’s name in the mud.

Fire fighter who lost his face undergoes world’s riskiest face transplant(Photos)

Pat Hardison, 41, a former firefighter from Tennessee, lost most of his face when his fireman’s mask melted to it during a blaze in a mobile home in 2001.
He said his disfigured features made his young children scream in terror – and he despaired of ever living a normal life again. But now Hardison has been given a new face  – and new hope – thanks to the riskiest face transplant ever performed.

The father of five had the face of 26-year-old David Rodebaugh grafted on to what remained of his own features in August this year after the young man  died in a cycling crash.
The surgery was so perilous that Hardison was told he had only a 50 per cent chance of surviving it. But three months later he is thriving and boasts: ‘Now I’m just an average guy.’ The amazing transformation was only made possible when Rodebaugh’s mom agreed to the transplant, noting that her son had always wanted to be a firefighter.
Recalling the incident, he told ABC:

‘It was just a normal day. Just like every other fire…we went in looking for a lady.’

He entered the house with three other firefighters but the ceiling collapsed around him.

‘[My mask] was melting to my face,’ Hardison said. ‘My hose [was] already melted.

He pulled the mask off, held his breath and closed his eyes, which doctors say saved his sight and prevented smoke from damaging his throat and lungs
The former firefighter spent 63 days in hospital and was given the semblance of a face with flesh taken from his thighs. He had lost his ears, lips, most of his nose and virtually all of his eyelid tissue.

Because of this, he was unable to see properly.

When he returned home, he recalled how his three young children, Alison, six, Dalton, three and Averi, two, were terrified of him.

He told ABC:

Hardison’s new face changing and recuperating after 26 hours of surgery on August 15, 2015.
‘My kids were scared of me. You can’t blame them. They’re young kids.’He playfully told them and other curious children that he had fought a bear but they ‘ran screaming and crying when they saw me. There are things worse than dying

Even though he had two more children, Braden and Cullen after the accident, the impact of his accident put a huge strain on his family life and after ten years of marriage, he and his wife Chrissi divorced.

More than 100 doctors, nurses, technical and support staff took part in the 26-hour operation, conducted in mid-August at the NYU Langone Medical Center.
